We finally got our cup of tea late one night after we had fulfilled our respective obligations. He was serving his last year in the Senate, having announced back in 1968 that he wouldn’t run again. In 2002, when I traveled to Tallinn, Estonia’s beautiful old capital, I told this story to the audience I addressed. It was said by neighbors that his mother punished him as if he had committed the crime anyway, not allowing him to leave their tiny house the rest of the summer.
But I wanted to take him off the street, either way. Only then did they turn around and go back to the fort. The next day I again spoke to the President, who said that he was sending more troops and that they would maintain order and keep the Cubans inside the base. He was not buried in the rain.
